The fix has nothing to do with your hardware. Follow the steps below and you'll see the difference by yourself.
Game tested on i5 2500 combined with an EVGA GTX 970 4GB SC.
Go to the game's options/settings.
Turn off everything that says about caching or pre-caching / pre-loading graphics or smokes or lights, generally, turn off everything with the "cache" word in its title. You may say that you've bought an i7 with r9 295x2 8gb, but the thing is, that the game has a bug and when you turn on caching on graphics, it doesn't cache them. As a result, you lose all this graphic detail and the textures are worse than the lowest settings.
