In order to restore the missing File menu from outlook 2003 follow the next 3 steps.

1. Close Outlook 2003 
2. Find the file "outcmd.dat" and delete it.
3. Start Outlook 2003

Default location of this file is under C:\Documents and Settings\"your profile"\Application Data\Microsoft\Outlook

Replace "your profile" with the name of your profile folder (usually your username).
